SUBMISSION:

The CBUG Secretary has forwarded a submission to the Cairns City Council, Main Roads and Queensland Transport. While acknowledgeing the effort of the Council to address the needs of cyclists and pedestrians, the Secretary is concerned that existing bicycle facilities may not be improved as requested in our reports. It will need vigilence to make sure that new projects are constructed well and within "desirable" standards and design.

INVITATION TO HAVE YOUR SAY: 30 March 2004 - Cairns City Council is seeking written comments from the community on any aspect of the draft Cairns Pedestrian Movement and Cycle Travel Strategy.

The draft strategy is part of the ongoing commitment of Cairns City Council to achieve a more integrated and sustainable system. It will guide the development of an extensive network of off-road and on-road facilities for pedestrians and cyclists across Cairns over the next 20 years.

The strategy considers the needs of cyclists as well as pedestrians on recreational, commuter, school, shopping and other functional trips together with the needs of fitness, training and tourist users. It will replace the present Cairns Bikeway Strategy 1996 incorporating its general principals and philosophy.

The draft strategy can be viewed at Council's administration office on Spence St and at each of the City's libraries. Council's website also has downloadable copies

STRATEGY: The draft strategy may be ready for public consultation in March 2004. A draft bike map may be available by the end of March 2004. It has taken since 2001 for the cycle and pedestrian strategy to be funded, researched and made available to the public for viewing. Because there has been no Cairns Bikeway Strategy Implementation Working Group meetings to action the Cairns Bikeway Strategy 1996, since January 2001, we do not know fully what bicycle facilities have been implemented since then. This is one of the services that we would like reinstated when this new strategy is produced. We would like a BAC "Bicycle Advisory Committee" for Cairns as recommended by the Queensland Cycle Strategy.

CAIRNS PLAN: CBUG has made four submissions to the Cairns Plan. As well as a BAC (Bicycle Advisory Committee) we have requested more consultation when road projects are planned, bicycle parking standards, on-road bicycle lanes on sub-arterial and collector roads, off-road paths and foot bridges, road and path maintenance, removal of large cement bollards, standards of roads and paths for people with disabilities who ride tricycles and wheelchairs. These are just some of the issues that people need addressed by our council.

CBUG REPORTS: To get a better view of the problems facing people in our community, CBUG has recorded reports from cyclists and people with disabilities since 1995. Since then approximtely one third of the reports have been actioned by Main Roads and the Cairns City Council.
