Bicycle Parking

Overview: The desirability of providing standard bicycle parking should be recorded in the Cairns Plan as part of our basic transport services. Bicycle parking "racks" do not meet current bicycle parking security standards. Bicycle parking "rails" do meet standards for short and medium term bicycle parking security and long term in conjunction with closures.

The bikeway strategy requires Council to include provision for bicycle parking in building and development approvals. Our submission to Stockland Shopping Centre has met with no bicycle parking upgrade.

Submission:

1 Bicycle Parking Design: The new and preferred bicycle parking design is the "RAIL" not "RACK". The bicycle parking rail was first installed in Cairns at James Cook University. The council chambers has used this design also. For uniformity throughout the city this design should be stated in the Cairns Plan along with the schedule for parking spaces.

2. Undercover Bicycle Parking: Because Cairns is mostly hot and a wet tropics region, it also should be a requirement for the bicycle parking spaces to be provided under cover especially at bus and rail terminals, bus stops at shopping centres (C.I.P.T.S), work places, sporting facilities, schools and public venues etc. Some people require long term parking so therefore undercover would be desirable as well as enclosures (ie Trinity Bay High School). Where undercover seating is provided, so too undercover bicycle parking would be good (bus stops at shopping centres). Bicycle parking that was undercover at City Place was removed. The grassed area should be returned to undercover bicycle parking.

3. It will be necessary to require development approvals to include not only the number of bicycle parking spaces, but the basic standards of design as well (bicycle parking rail).
