CAIRNS PLAN - INVITATION FOR COMMENTS

We wish to make the following comments on the major planning issue, bicycle transport.

We believe that the following actions will maximise the good work that has already been accomplished by the Cairns Bikeway Strategy 1996:-

1. Appoint a full time "bike officer".

2. Capital works funding for on-road bicycle lanes on all local major commuter and connector roads and bridges as a priority that will connect to state and federal roads and highways to provide a major bicycle network.

3. Capital works funding for off-road bicycle paths and foot bridges to compliment the major bicycle network.

4. Maintenance funding for a full time works crew to clean up, repair and upgrade all the existing bicycle paths in the City of Cairns.

5. Identify a list of minor works and missing links, such as short sections of off-road paths and on-road bicycle lanes.

6. The removal of large cement bollards and chicanes that prevent wheelchairs, perambulators and adult tricycles from entering paths and provide appropriate bollards to prevent entry by motor vehicles without obstructing legitimate users.

7. Conduct regular meetings of the Cairns Bicycle Advisory Committee. There has been no meeting since January 2001.

8. Encourage consultation with the Cairns Bicycle User Group in all road planning projects.

9. Encourage technical officers and engineers from the Council and Main Roads to attend the Cairns Bicycle Advisory Committee meetings.

10. Building Services to include Australian Standard undercover bicycle parking rails and showers and lockers in building applications and upgrade public places such as shopping centres.

11. Encourage dual mode transport, bicycles to travel on bus and rail and undercover bicycle parking rails.

12. Encourage enforcement of road rules as priority in accident prevention for cyclists.

13. Encourage the education of all road users in attitude, skills and road rules.
