Cairns Bikeway Strategy
Continuing Information from:Works Program 1995 - 1997

MAIN ROADS: 1. Main Roads is leading the way by implementing on-road bicycle facility design on the Bruce Highway in conjunction with the duplication works. Shoulders provide space for cyclists to ride on the highway. Marked approach bicycle lanes at the approach to intersections is a great improvement. Two underpasses provide access to both sides of the highway and connect a bike path on the eastern side. 2. Likewise, Reservoir Road duplication will provide shoulders good for cyclists. There is also partial bike path provision on the eastern side.
CAIRNS CITY COUNCIL: The bike/foot bridge and connecting paths at Edmonton, Akbar Cl to Talisman Cl is completed. This construction similar to the one near Brinsmead Shopping Plaza is very good and will save cyclists having to travel extra distances on unshouldered roads.

CAIRNS CITY COUNCIL BUDGET 1998/99: Cyclists are pleased that $100,000 Council's CAPITAL WORKS BUDGET will continue to fund Section 5.9 of the Cairns Bikeway Strategy. This amount is for works to construct:-
1. The final path of the Brinsmead Shopping Plaza project- foot bridges and connecting paths from Springfield Crescent.
2. Construct connections at the closure of Chattaway St and McCoombe St.
3. Construct foot bridge and path to connect Talisman Cl and Akbar Cl, Edmonton.
CBUG has requested that the Council considers funding Section 5.6 "other council programs", the SHOULDER SEALING appendix 5.6(a). These on-road works are vital for creating a safe and efficient bikeways network for commuter, sporting and young cyclists. Funds for on-road works in conjunction with bike paths is very necessary. Hopefully the Council will action some of the shoulder sealing works that are Priority A, from the ROADS BUDGET.11th May 1998 - HIP, HIP, HOORAY
BLACKSPOT FUNDING: Not only has the shoulder on Sheridan St, adjacent to FOXWOOD, been sealed but CBUG's second nomination for road shoulders on the Capt Cook Hwy from Cairns North to the Barron River bridge also received recognition by Main Roads. And that is not all. CBUG's Cyclist's Road Report No 13 called for shoulder re-sealing south of the Machans Bch roundabout and that has been done too. All these works are now completed and we have BRAND SPANKING NEW SHOULDERS on which to ride. HIP, HIP, HOORAY (3 times)

These shoulders, adjacent to FOXWOOD, have since been improved by filling in the pot holes and moving the edge line about 20cm. CBUG has been successful in obtaining Federal Blackspot Funding to have this shoulder sealed, to be actioned in the first half of 1998. The Cairns City Council will delete the estimate of $100,000 a year over 5 years for capital works, from the "Cairns Bikeway Strategy" works program. The first of the documented works in Section 5.8 was under quoted creating a discrepancy between the funds approved by Council and the cost to deliver the 1996/97 projects. Works need to be properly assessed and costed before going to Council for funding so that the projects will be delivered without any unnecessary delays. We also need funding for the "Shoulder Sealing" program which is a safety issue. Cyclists are killed and injured on narrow roads, narrow bike lanes and poor shoulders, where there is no bicycle path, no footpath and no alternate road route. Rider stress discourages people from cycling. We need to do everything we can to encourage people to ride. EVERY ROAD WHICH IS IMPROVED FOR CYCLISTS, MAKES THAT ROAD SAFER FOR MOTORISTS TOO. AND WE HAVE A CYCLING TOURIST INDUSTRY! WHAT ABOUT THEM? There's money to be made here. And what about all the cycling sports? Racing, Mountain Bikes, BMX, Triathlons, Sporting Wheelies. And what about the handicapped persons who ride tricycles and wheel chairs? And what about the thousands of commuters who ride to work, school, shopping, visiting etc etc etc etc etc etc etc etc etc. And what about the recreational cyclist. Wouldn't it be nice to ride a bike route linking all the beaches. Great for tourists too! And what about the hundreds of people who walk, jog and run on our roads and paths for fitness and to enjoy the outdoors. And what about the babies and todlers being wheeled in their prams and strollers? TRAFFIC REDUCTION DEPARTMENTS:
Transport authorities world wide are establishing traffic reduction strategies. The Cairns Bikeway Strategy is a good place to start. We have to start some where. The cost to implement bikeways (on and off roads) is a fraction of the millions of dollars being expended to cater for one person motor vehicles. Our Council is already aware of this, but will they fund the works to encourage an increase in human powered transport, which is part of the SOLUTION. THIS IS THE CHALLENGE, do our Councillors and public servants have the COURAGE to put bikeways (shoulders, foot bridges and paths) at the top of the Council's priority list?
