Background Information:

19 April 1995 Cairns City Council:-

  • The new Cairns City Council has decided to continue with and support the operation of the former Cairns and Mulgrave Bicycle Safety Advisory Committee.
  • Council has decided that the following Councillors shall be Council's representatives on the Advisory Committee:
    Cr S.R. Burgess; Cr F.E. Lindsay; Cr B.R. Down.

    20th September 1995 First Meeting of Strategic Plan for Bicycles Working Group(Steering Committee):-

  • Cr Fran Lindsay, Cr Bryan Down, Michael Bryan, Greg Underwood (Manager Strategic Planning) and two members of Council Staff.
  • Greg Underwood presented a suggested draft of aims and work, based on an understanding that the Strategy is for developing and standardising the bike systems.
  • The working group's guess at the quantity of work that the consultant would be planning to organise Section 5.8 was of the order of $100,000 to $300,000 per year.

    20th June 1996 Minutes of Cairns Bicycle Safety Advisory Committee Meeting:-

  • Bikeway Strategy: M.Bryan advised that a Steering Committee (meeting) was held about 3 week ago and reviewed the final draft of the report in great detail. M. Bryan tabled the draft Strategy making it available to members to read.

    July 1996 Cairns Bikeway Strategy Final Report $40,000:-
    This is an excellent document worthy of implementation.

    15th August 1996 Minutes of Cairns Bicycle Safety Advisory Committee Meeting:-

  • Bikeway Strategy: Discussion took place on the Strategy, how it operates and funding associated with it. It was pointed out that the (annual)$100,000 listed is for new capital works Section 5.8, but maintenance type activities will still be carried out via maintenance funding. Noted the Strategy will need to be reviewed on an annual basis.

    Monday 26th August 1996 Cairns City Council Meeting:-

    The Cairns Bikeway Strategy will form a component of Council's overall transport strategy which will be undertaken as funds become available. "NO FUNDS HAVE BEEN ALLOCATED IN THIS FINANCIAL YEAR FOR THE IMPLEMENTATION OF THE STRATEGY".

    RECOMMENDATION:

  • Council adopt the proposed Bikeways Policy.
  • Council officers implement all matters necessary in the construction and maintenance of Bikeways to be in accordance with the Cairns Bikeway Strategy when funding becomes available.

    17th October 1996 Last Meeting of the Cairns Bicycle Safety Advisory Committee:

    It was recommended by M. Bryan and seconded by Cr. B. Down that this committee be wound up as soon as the working group is formed.

    March 1997 "Bike Officer" appointed:-

    Submissions by the Cairns Bicycle User Group and a "bike rally" ensured that we got our "bike officer", Verda Clayton, Recreation and Development Officer, Culture and Lifestyle Services.

    March 1997 Cairns City Council 6 monthly budget review:-

  • Cairns City Council allocated $92,000 for Capital Works in the Cairns Bikeway Strategy.

    28th May 1997 First Meeting of the Cairns Bikeway Strategy Implementation Working Group:-

    Submissions by the Cairns Bicycle User Group ensured that the working group was established.

    August 1997 Cairns City Council yearly budget:-

  • $92,000 carried over from last year.

    January 1998 Cairns Bikeway Strategy Implementation Working Group:-

  • Strategy review and setting priorities.
