SUBURBAN ENHANCEMENT PROGRAM - SEP - 20 JULY 2002
The Cairns City Council SEP will provide shoulder sealing, kerbing, drains, culverts, foot paths, landscaping, road widening which will enhance mobility, car parking and property access for the citizens of Cairns City. The listed works will benefit cyclists by providing sealed shoulders.
However, just when we are getting to the stage that locations requiring treatment on only one side of the road to complete facilities for both sides of the road, we may find that some of the SEP locations that will shoulder seal one side only, may encourage wrong way riding again. It remains to be seen if cyclists will ride wrong way at those locations and this will need to be monitored by the Cairns City Council to find out where and if this is problem.
GOOD NEWS:
1. This year, Main Roads in Cairns, will start providing "bicycle push buttons" within the intersections at the stop line, on Federal and State roads. The buttons will be positioned on the minor roads so that cyclists can change the traffic signals to green in the absence of a motor vehicle. This is a "right to access" for bicycles and wheelchairs (on road vehicles). It will also make more space in the pedestrian crossing for pedestrians who will not have to experience congestion with the presence of bicycles. The first "bicycle push button" will be provided at the corner of Sheridan St and Upward St, hopefully to be finished by the end of the school holidays, 7th July 2002.
2. Also this year, the Cairns City Council has constructed the road shoulder, south side of Riverstone Rd, Gordonvale from the Bruce Hwy to Cannon St. Even before the last bit of bitumen was laid, the school children were riding on it. They know what it is there for and when the lights turn green at the intersection of the Bruce Hwy, they ride across with the motor traffic. There are now bike lanes on both sides of the road so the children can obey the road rule "keep left".
UPDATE 27 June 2002:
According to information reported in the Cairns Sun 26th June 2002, the financial year 2002/2003 may prove to see the Cairns City Council provide infrastructure for cyclists, pedestrians (incl parents with prams) and people with disabilities.
Works that got a mention include:-
1. Woree's Anderson Rd upgrade.
2. Paths in the Bently Park College area.
3. A shared path in Lake St between Rutherford St and Lily St.
We encourage our providers to construct these and other works in accordance with Australian Standards and AUSTROADS Guide to Traffic Engineering Practice, Part 14, Bicycles 1999.When we look around, we realise that there is still so much to do, especially the upgrading of old facilities:-
1. Old narrow foot bridges need replacing with wider foot bridges.
2. Large cement bollards that restrict use by wheelchairs and prams on foot bridges need to be removed.
3. Road shoulders need widening to the 1.5 m standard at 60 kmh.
4. Intersections need space for cyclists to ride within the intersection.
5. The approach to intersections requires a straight ahead bike lane and standup lane at the intersection.
6. Pedestrian crossings at intersections should be at road level for access by wheelchairs and prams. Islands present problems for movability.UPDATE 13 April 2002:
Changes will be:-
(iv) Ishmael Rd - Road shoulders will be constructed on both sides of the road.
(i) Poolwood Rd - Path will not be constructed at this time. Funds will be diverted to other projects.CBUG has submitted that shoulder sealing of roads required on one side of the road only be constructed to complete the facilities to safe and legal requirements.
"I wish to draw your attention to the roads that require a bicycle lane on one side of the road. A bicycle lane already exists on the other side of the road. They are:-
1. Riverstone Rd, south side, from the Bruce Hwy to Cannon St - COMPLETED 2002.
2. Bicentennial Rd, west side, south from Robert Rd - BUDGET 2002-2003 - path completed - continuity of the bike lane is needed also.
3. Metrez St, west side, corner of Yarrum St - COMPLETED 2002.
4. Machans Beach Rd, north side, No 88 to roundabout at Prior St - COMPLETED 2002.Note:- Bicycle lanes on one side of the road encourage wrong way riding by children. These works will help to correct this problem.
UPDATE:
At the meeting of the Cairns City Council Works Committee on 20th February 2002, it was adopted that approval be sought from the Department of Main Roads for T.I.D.S.funding 2002/2003:-
1. Patience St foot bridge and path be deferred for one year, because permits and land planning require more attention. A revision of this project will be undertaken by the council.
2. So as not to hold up the strategy progress, the following works are a possible alternative:-
(i) Path - Poolwood Rd, both sides, Whale Cl to Ibis Cl.
(ii) Road shoulder - McGregor Rd, southern side, Capt Cook Hwy to Cheviot St.
(iii) Road shoulder - Upward St, northern side, Sheridan St to Water St.COMPLETED
(iv) Road shoulder - Ishmael Rd, western side, between both intersections with Cavallaro Ave.COMPLETED
