CAIRNS BICYCLE USER GROUP NEWS 1996

19th November 1996

RE-CYCLE THE ROADS:

A well has sprung and the cycling community is gushing forth with renewed energy. Thanks to the efforts of our members, Margaret Pestorius and Bryan Law, a new awareness of bicycle issues is underway.

On the 18th November, Councillors Fran Lindsay and Jan Mc Lucas, were presented with the loan of expensive mountain bikes (courtesy of PUMP and PEDALS) for an excorted bike tour of proposed bikeway works as documented in the Cairns Bikeway Strategy. All Cairns City Councillors will be given the opportunity to participate at their convenience.

A group of cyclists congregated at the Council Chambers to support this action. Media from local news papers and TV stations were invited with "Re-cycle the Roads" giving a press release. A banner exclaimed:-

"BICYCLES ARE A SOLUTION".

Cyclists are disappointed that funding to lauch, promote and get going the works that are documented in the strategy has not been forthcoming. Hopefully the half yearly review will see the bridges across the channels and bike paths adjacent to the Brinsmead shopping centre, constructed.

Where's ya bell?

One of our local cyclists was riding to work in the early hours of the morning and was being given the look over by a law enforcement officer. Yes, there's a rear mudguard with a reflector and a flashing light. Yes, there's TWO halogen head lights. Yes, there's front and rear carriers for goods. Yes, the rider has a helmet and a reflector vest. The officer thought hard and said, "Where's ya bell?" Just as well our cyclist did't get booked because the fine would have been a heafty two dollars $2.

CBUG General Meeting 2 pm Saturday 19th October 1996:

Come along and hear the latest about the Cairns Bikeway Strategy. We are very hopeful that the strategy will progress as documented in the Final Report July 1996.

Velo Australis 26th October - 1st November l996:

Our delegates, Cr Fran Lindsay and Council Officer Mr Ian Lindsay, (no relation), are gearing up for this International Bicycle Conference, Freemantle, Western Australia. CBUG wishes them all the best and we hope they have an enjoyable trip.

Envirofair 6th October 1996:

Theme "Energy Efficient Transport", Norman Park, Gordonvale; CBUG conducted the fun bike rides again this year with the help of Cairns and Far North Environment Centre and the Cairns City Council. Our fun bikes consist of a weeeeny bike with wheels of 15cm, a penny/farthing miniture style with 28" front wheel, a mountain bike plus trailer to give the kids a ride, a tricycle which was found in a dump and renovated just like the old ice cream trikes and a home made tandem. If anyone has a novelty bike they would like to donate to CBUG, to add to our collection, please let us know!

Novotel Tri De Femme 29th September l996:

260 women turned out for this great encouragement triathlon. Women aged from 14 yrs to 82 yrs, of varying abilities all combined together to create a wonderful day. Margaret Russell, 82 yrs old, completed the short course and is a great inspiration to us all. Thankyou organisers for a job well done.

World Mountain Bike Championships
20 - 22 September 1996:

CBUG manned an information stall with the compliments of the organisers of this great event. Thankyou to the Manager Don McGrath and Cairns Mountain Bike President, Glen Jacobs. CBUG signed up our first international member, Mr Steve Boehmke, from California. Hi there Steve! Our member, Jeffrey Kennedy, is a tricycle rider and he had a great time distributing our CBUG pamphlets from his tricycle. Good work, Jeffrey!

Police 2000km Bike Chase:

Five dedicated police men and women have left Coolangatta on a 2000km bike ride to raise funds for charity. The police will arrive in Cairns on Saturday 28th September. Please assemble Cnr Bruce Hwy and Roberts Rd, Centenary Heights turnoff, at 12.30 pm.

CAIRNS BIKEWAY STRATEGY FINAL REPORT JULY l996:

Council to adopt policy:

The Cairns Bikeway Strategy will form a component of Council's overall transport strategy which will be undertaken as funds become available.

"NO FUNDS HAVE BEEN ALLOCATED IN THIS FINANCIAL YEAR FOR THE IMPLEMENTATION OF THE STRATEGY".

It is important that the public are informed of the existence of the Bikeway Strategy. There have already been some discussion between the sub-consultant, Taylor Environmental Services and Council Public Relations Department on this matter.

RECOMMENDATION

Velo Australis 1996Velo Australis is the first international bicycle conference to be held in the southern hemisphere. Cairns City Councillor, Cr Fran Lindsay and Mr Ian Lindsay (no relation), Cairns City Council Culture and Lifestyle Manager, will be attending as the Cairns delegates. Thank you Fran and Ian for your support.

This conference is a wonderful opportunity, not only for international cyclists, but for Australian cyclists to encourage politicians, public servants and all those agencies concerned with transport, safety, health/fitness, sport, recreation and the environment to embrace the concept that:-

Bicycles: "A Global Solution to Local Problems"

Cairns, like Fremantle and Perth, is flat, near the sea and has always been a bicycle city. Cairns is the home of commuter cyclists with the odd one still, to this day, riding with an umbrella in the rain. Old habits take a long time to change in spite of progress. Cairns is also home to a very active cycling sports community. Racing cyclists, mountain bike riders, triathletes, BMX riders and don't forget the Sporting Wheelies, have all made their mark on the local, state, national, international and olympic scenes.

BICYCLE INSTITUTE OF QUEENSLAND
CBUG
is communicating with the BIQ to consider affiliation. More Queensland towns need to support the BIQ to become a truly representative body of Queensland cyclists.

BIKE UNITS
Western Australia has led the way by providing a bike unit within State Transport. BIQ is lobbying to have Queensland do the same. Let us support this great initiative. Bike Units should also be incorporated into every town Council and Queensland Transport District.

CAIRNS BIKEWAY STRATEGIC PLAN
The draft plan is completed. The maps of the proposed bikeway network are available for viewing at CBUG. The draft plan proposes that CBUG is included in the Cairns Bikeway Strategy Implementation Working Group.

INTERNET

RECREATIONAL RIDES
Do not despair, rides will be organised in July. We are communicating with the BIQ to come under their incorporation and insurance cover. Be patient and we'll get there eventually. Rides will be advertised via our Web Page and also What's On in FNQ, Cairns Post. See you in July.

VOLUNTEERS AND HELPERS
Our members are requested to come forward and donate a little bit of their time to research projects, inspect cycling hazards, etc. The Secretary can handle the boring stuff (office work). You get to do the interesting things like going for a ride and doing inspections and surveys. Every little bit helps.

BICYCLE RIDING ON FOOTPATHS
Became law on the 1st January l993, the same day as the compulsory helmet wearing for cyclists. CBUG is interested in knowing how people especially cyclists view the riding of bicycles on footpath law and how this affects pedestrians entering and exiting shops and buildings. Apparently local councils can erect prohibition signs to prevent the riding of bicycles on footpaths in appropriate areas. Do people think it is advisable to create a law to prohibit the riding of bicycles in front of shops and buildings that are open for business? Signs would only be necessary in those areas that have a lot of pedestrians. Even the local corner store has this problem also. What do you think? Let us know.

PROHIBITION SIGNS
A sign showing a bicycle with a line drawn diagonally through it means:- DO NOT RIDE THE BICYCLE, but you may wheel your bicycle in and through this area. This is a big improvement on the old law that prohibited the presence of the bicycle altogether.

SAFETY
Cyclists should 1. Ride on the left hand side of the road. 2. Obey traffic signals and signs. 3. Have lights on your bike at night. 4. Wear a helmet.

ROUNDABOUTS
We would like to know if cyclists view the excessive foliage in the center of roundabouts as a safety issue. All drivers (cyclists too) are required to give way to other vehicles on the roundabout. How can we see them? How can they see us?
