Replacing the Cairns Bikeway Strategy 1996
In November 2003 a new strategy for pedestrian movement and cycle travel will be available for viewing and comment by the citizens of Cairns.
As can be seen on the pictures displayed on the index page, intersections have greatly improved with the installation of push buttons and level pedestrian crossings. No more will cyclists have to wait for a car to activate the "green" light. No more do people in wheelchairs and pushing prams have to negotiate over raised islands.
However when it comes to making bridges safe for all road users, motorists, cyclists and pedestrians, more thought, planning, funding and commitment is needed. Cost cutting by not providing bike lanes on new bridges is false economy and a highly dangerous practice. Extra space on high level, two way travel, high speed bridges will also make it safer for trucks and buses in a potential residential growth area. Footbridges on only one side of the bridge will make cyclists ride in the traffic lane or cross the road over double centre lines to access the foot bridge. Then there is the obstacle to get around, the guard rail.
There are eight (8) more bridges to be built with federal "Roads to Recovery" funding. Lets hope that these bridges are constructed with bike lanes and that cyclists' safety on the roads will be a high priority.
We look forward to reading our new pedestrian and cycle strategy when it is available and hopefully standards for cyclists riding on our roads will become the norm rather than the exception.

The BQ Committee has looked at our membership fee structure, and would like to offer a $5 discount to any BUG member in Queensland, off the current membership rate to join Bicycle Queensland.
As you would know we have recently raised out membership fees by $10 across the board. This will soften the blow for BUG members, especially if your BUG already charges a membership fee.
While we always regret having to raise our membership price (which is revenue neutral; membership costs = membership fees) it has become necessary with substantial price rises in insurance, postage and the Australian Cyclist.
I hope your members can continue to support Bicycle Queensland and the work it does to support safe cycling in Queensland.

Draft Queensland Cycle Strategy - consultations:
Queensland Transport invites you to comment on the draft Queensland Cycle Strategy. The strategy aims to increase cycling and to integrate cycling policy across all areas of government and the community. By involving local and state government agencies, industry and other organisations, the strategy will benefit all Queenslanders, especially those who already cycle to work or to school or who simply enjoy riding a bicycle for recreation.
The draft Queensland Cycle Strategy was released for public comment on 19 February 2003. Key elements of the draft strategy include:
Vision: More Cycling!
Aim: To make Queensland a state where riding a bike is safe and convenient, and where choosing to cycle is respected, supported and encouraged by all areas of government and the community.
Target: The desired minimum target is to increase the proportion of all person trips made by bicycle by an additional 50% by 2011 and by 100% by 2021.
As rates of cycling vary between communities, participation increases will be measured from a particular community's current level of cycling.
The strategy recognises there will always be a variation in participation rates across regions. It also recognises that achievement of these targets will be funding constrained. However, those communities with a low proportion of trips made by bicycle (i.e. 3% or less) and with land use and natural conditions that are conducive to cycling should be aiming to exceed these desired minimum targets.
For South-east Queensland (SEQ), the target established in Cycle South East will continue to be the performance measure for this region. The target for SEQ is 5% by 2007 and 8% by 2011.
Objectives: To fulfill the vision for cycling by 2021 the following objectives and strategies have been identified.
- Effective co-ordination and monitoring of strategy implementation.
- Integrated policy and practice that facilitates cycling.
- A quality network of bicycle routes.
- Improved safety and security for bicycle riders.
- Integration of cycling and public transport.
- Widespread provision of convenient and secure end of trip facilities.
- Effective encouragement and promotion of cycling.Workshops will be held to enable the public to view the draft strategy and provide comment. Public displays will also be held on the days of these workshops at which officers from Queensland Transport will be available to discuss the draft strategy.

The public consultation period on the draft strategy closes on 4 April 2003. Following this consultation process, the strategy will be presented to government for final consideration.
