CBUG MEETINGS:

The next CBUG meeting will be held at 7 pm, on Thursday 23rd August 2001, at 17 Gordon St, Earlville, Cairns, the location of the CBUG office and home of the Secretary, Lenore Evans. CBUG meetings are held on the 4th Thursday of the month.

YEAR OF THE VOLUNTEER - CAIRNS SHOW PARTICIPATION 2001:

VOLUNTEERS PARADE: Friday 20 July, 12.45 pm.

"We are pleased to provide two volunteers from your organisation with the opportunity of marching in the official opening of the Cairns Show during the Grand Parade". from the Cairns Show Association.

CBUG representatives were be Lenore Evans and Stan Evans.

Two signs showing "Cairns Bicycle User Group" and "CBUG with a bicycle logo", for us to carry in the parade were made by a sign writer and will be able to be used for future occasions.

INFORMATION MARQUEE: Wed 18, Thu 19, Fri 20 July.

"An International Year of the Volunteers marquee will be provided for your group to advertise your information about yourselves - where you meet, your aims, achievements etc. - If you wish to have people in the marquee we are able to provide a maximum of 6 one day passes." Also you will receive an International Year of the Volunteers badge.

A sandwich board with posters and pamphlets were displayed in the marquee. Thankyou Lenore and Stan Evans and Councillor Fran Lindsay.


CBUG MEETING:

CBUG had a meeting on Wednesday 11th July, starting 7 pm, at the Edge Hill Bowls Club, cnr Woodward St and Jensen St, Whitfield. Meals are available from 6 pm.

BUSINESS:

1. Membership fees: Will remain $10 per year for individual, partners and families.

2. Holloways Beach to Machans Beach foot bridge. It was reported by Cr Jason O'Brien that this project is now cancelled.

3. Special Meeting: Lenore Evans will receive council officers at her place on 12th July, for an informal discussion and to access more information about the forthcoming bike lanes and paths projects.

4. Main Roads meeting: Kevin Hayes attended the 2001 Roads Implementation Program - Discussion Forum.

5. Cairns Show: Lenore Evans and Jill Willey will be the CBUG representatives in the Parade - Volunteers Section on Friday 20th July. CBUG will put up a static display in the Volunteers Marquee. Cr Fran Lindsay has volunteered time on Thursday.

6. Volunteers: Desley Boyle, Member for Cairns has asked for nominations for medallions and certificates to recognise volunteers within the community.

WHERE TO FROM NOW: CBUG will carry on as usual. With a new committee, our future looks assured and the work already achieved to improve and extend bicycle facilities in the Cairns City local authority can only proceed further. Main Roads and the Cairns City Council have achieved many projects that have enhanced the safety for many user groups. It must be acknowledged that bike paths, foot paths, foot bridges, road shoulders, bike lanes, car parking lanes are not just used by cyclists. We share the road and paths with all user groups from the largest semi-trailer down to a child in a pram and people with disabilities. Our lobbying has been for road authorities to recognise the movements of ALL PEOPLE and the different user modes who rely on our road system for transport. Safety is not only having smooth, standard space to travel on roads and paths but also the facilities to cross roads, highways, rivers, bridges, low level areas that get flooded and effect paths and foot bridges. Access is the key word, and everyone has a right to travel safely by whatever mode they wish on our roads.

NEXT MEETING: Members will be notified, probably some time before Bike Week (14-21 October 2001).

HIGH COURT RULING:

A land mark ruling by the high court will make it easier for motorists and pedestrians injured in road accidents, to sue governments for compensation.

"The high court has abolished it's 213 year old law which protects road authorities from being sued for failing to carry out repair work on a road, bridge or foot path. The English common law rule granting road owners legal immunity against damages claims over accidents caused by bad roads was overturned in Britain in 1961. Seven high court judges have voted four to three to follow Britain opening the way for damages claims by pedestrians and motorists against governments."

Queensland Transport has recently expanded its web site to include a comprehensive guide to cycling.

To celebrate the launch of the new site, Queensland Transport is running a competition for all Queensland residents to win a brand new bike and helmet to the value of $500. All you need to do is come up with a catchy slogan to promote cycling and you will be in the draw to win. The first five runners up will also receive a $50 gift voucher to spend in the bike shop of their choice and the first 500 entrants will receive a reflexite safety band.

Bob and Claire arrived back in Cairns on Sunday 22nd April 2001 - 7 bicycle riders escorted them into town. Frank Malcolm, Lenore Evans with Bob and Claire, left 10am Edmonton just south of the shops on the Bruce Hwy. Geoffrey Holland and his two girls and another couple joined in, 11am Earlville, park at Henley St and Bruce Hwy, pictures taken by Cairns Post, then we all rode to the Esplanade for lunch. Jill Willey and her mother joined in for lunch. Councillor Deirdre Ford on behalf of the Cairns City Council welcomed the riders to Cairns and presented them with a book about Cairns, pin badges and a watch each with the council logo. Bob and Claire have had such a great time in Australia that they don't want to go home. Thankyou CBUG members Frank, Lenore, Geoffrey and Jill and the Cairns City Council for the Aussie welcome.


DISABLED PARKING - ABBOTT ST - 5 APRIL:

Dangerous aspects of the disabled parking in Abbott St near Woolworths was reported to the council on 25 March 2000 - CBUG Report No 123, and again this year. We are happy to advise people who use wheel chairs that the disabled parking is now located next to the driveways at Woolworths. The driveway next to the loading zone has a smooth gutter for access to the foot path. Note: The driveway next to the disabled parking has a lip at the gutter. Many thanks to Deputy Mayor, Cr Margaret Gill, Div 6, and council staff.


THE TANDEM CYCLISTS ARE COMING SUNDAY 22 APRIL:

Bob and Claire Rogers will arrive in Cairns on Sunday 22nd April riding a tandem with a trailer. Cyclists are requested to meet the riders at Edmonton, just south of the shops, on the Bruce Hwy. Also cyclists can wait for them at the park corner Bruce Hwy and Henley St, Earlville. We will all ride to the Esplanade where plenty of eateries are available and plenty of room to park bikes at or near Fogerty Fountain Park. So come and ride along for a nice Sunday morning and lunch (byo food if you want)and welcome these remarkable riders from the U.S.A.


CAR FREE DAY - EARTH DAY SUNDAY 22nd APRIL:

They have proved very effective in reducing pollution and raising awareness about cleaner transport alternatives. The next world car-free day will be Thur April 19th to complement Earth Day Sunday April 22nd.

Perhaps we should have a ride-to-work/bus-to-work day in Cairns ?


QUEENSLAND REGIONAL ACHIEVERS AWARDS
COMMUNITY OF THE YEAR AWARD:

NOMINATIONS ARE NOW OPEN.

Queensland Government - Main Roads and Queensland Transport:-
The Regional Achievers Awards will recognise the valuable contribution of up to five regional achievers who are making a difference in their community. Each winner will receive a $2000 Award Saver Account from the Commonwealth Bank and trophy.

Coates Hire:-
The Community of the Year Award will recognise a specific community project, group, organisation, town, city or local government initiative, and the winner will receive a community plaque and a perpetual trophy to be held by the local government authority.

The purpose of the Regional Achievers Awards and Community of the Year Award is to encourage, acknowledge and reward the valuable contribution individuals and communities are making throughout Queensland. Nominations close Friday, 29th June, 2001.

Nominations should be an individual or community displaying achievements resulting in economic, social or environmental development to their local area. The nominee should present a positive image and be a role model to the wider Queensland community.

MEET THE PRIME MINISTER and BIKE LANES:

CBUG attended the invitation from Warren Entsch MP Federal Member for Leichhardt (Enquiries: Ph 4051 2220), to a morning tea with the Prime Minister, Hon John Howard MP, on Thursday 22nd March from 9.30 am to 11.00 am, at the Fred Moule Pavilion, Cairns Showgrounds. Lenore Evans, CBUG Reports Officer, handed John Howard a letter requesting direct funding to local bikeway strategies through the NATIONAL BICYCLE STRATEGY to provide bike lanes on local arterial roads. Thankyou Robyn Gobert and daughter Julia, CBUG Disability Access Officer, for attending.

CBUG Comment:

Main Roads Queensland has embraced the policy of constructing road shoulders on highways which also serve as bike lanes for cyclists. The advantages of widening roads are:- 1. Preserving the standard of the traffic lane. 2. Less road maintenance. 3. Longer life for roads. 4. Every 1 metre of extra road width results in 20% less accidents for all people. 5. Safer and less stressful driving conditions for motorists and cyclists.

The Cairns Bikeway Strategy documents local roads requiring on-road bicycle lanes. All these works are local arterial roads which provide commuter routes for motor traffic and cyclists. Other users such as wheel chairs, prams, walking, tricycles etc, rely on the hard road surface for travel especially on roads where there are no paths. The Cairns City Council is progressively constructing foot bridges and paths. We need to encourage our council to provide sealed road shoulders on all our local arterial roads as receiving high priority.

Also in the Cairns Post 22nd March:-

"Federal Roads to Recovery funding of $4,313,897 will be Cairns' share" and was referred to by the Prime Minister in his speech. The report says that "flood-proof access to Machans Beach, link to Airport Dr from Lake St, access to Holloways Beach and Yorkeys Knob, did not make the list". These are the roads recorded in the Cairns Bikeway Strategy needing works to implement our on-road bike lane network. The link to Airport Dr from Lake St is recorded as requiring a bike path.

"Roads that did make the list are, Aumuller St, Woopen Ck Rd, Grays Creek and Stoney Creek bridges on Mt Peter Rd, Spence St between Lyons and Brown Sts, Babinda Boulders, Bartle Frere and Redbank roads". Hopefully these road works will include continuity of bike lanes, approach bike lanes at intersections, bicycle push buttons at signalised intersections, which are the standard requirements for bicycle transport on roads.


ELECTRIC BICYCLE - RAFFLE:

Geoff Holland (Institute for Global Futures Research (IGFR) mailto:igfr@igfr.org) writes: Mary Burg won. She lives in Caravonica, attends JCU, and does work for CAFNEC (organising their 20th anniversary celebrations).

The Electric Bicycle Raffle was drawn by Councillor Fran Lindsay at the Council Chambers on 20th February 2001. Oliver Wacek of Trinity Cycle Works gave a demonstration of the bicycle.

Money raised will go to CBUG, CAFNEC, and the Sustainable Cairns Indicators project (SCI). Thankyou Geoff for all your hard work. CBUG will get about $300. This donation from CAFNEC fund raising is really appreciated.


KURANDA RANGE:

CBUG Vice President, Stan Evans, was CBUG representative on the Community Reference Group. In our submissions to the Kuranda Range Study, Stan has put forward the tunnel option for the connection between Cairns, Kuranda and the Atherton Tablelands.

His vision would include 1 km of elevated road from Reservoir Hill to Lake Morris Rd. 1 km tunnel through the spur to Freshwater Valley. An approximately 2 km viaduct from the spur, across Freshwater Valley, north west to the mountains behind the Redlynch State School. Starting from an elevated position would greatly reduce the gradient of the road through an approximately 5 km tunnel to Speerwah mine and utilise the existing road connection to the Kennedy Highway at Freedom County. An approximately 7 km road could also be constructed to Closey River at the brickworks for access to the Atherton Tablelands.

This solution would enhance traffic flow - reduced travelling distances - reduced gradients - provide bicycle lanes and paths - reduced travelling times - and meet environmental standards. A two tunnel option would provide for traffic in both directions, bicycle paths, water and electricity corridors. A train tunnel would allow for a fast commuter train and heavy freight. These options would alleviate the need to upgrade the Kuranda Range Road to 4 lanes but some road safety improvements would be advisable. The existing railway line to Kuranda cannot be upgraded to heavy freight because of World Heritage Listing.

We believe that this study is of NATIONAL IMPORTANCE.
