These figures highlight the basic issues that have been recorded through CBUG Reports. For more details, information can be accessed on our web site, www.cairnsbug.org/reports.htm
Some reports may record more than one issue. Therefore these figures will give a better overview of the issues that are being reported in the local authority of Cairns City.
The three levels of government, federal, state and local, have responsibility for the provision of bicycle facilities. These figures are a combination of this hierarchy.
On-Road: Of the 104 on-road issues, 35 have been completed and 69 still need to be implemented. Considering that the most cycling is conducted on roads and that roads will take you where you want to go, providing standard width bike lanes and road shoulders, intersection design, bicycle push buttons, access on bridges and safe crossings is an important transport equity issue. There are 12 maintenance issues that need to be implemented on a regular programme.
Off-Road: Of the 47 off-road issues, 14 have been completed and 33 still need to be implemented. Bike paths and foot bridges are necessary for short cuts through the suburbs, alternate facilities to highway riding, safety for children and access for pedestrians and people with disabilities. Therefore this transport network is necessary for the movability, accessibility and livability for people of all ages. There are 7 maintenance issues that need to be implemented on a regularprogramme.
Bicycle Parking: There were 6 locations identified that need bicycle parking. All need to be implemented.
Disability Access: Disability access is not just confined to 1 car park and 2 buildings. With the modernisation of wheelchairs, walking aids and tricycles, people with disabilities have more independence than ever before. Therefore the transport systems should provide safe access on paths and roads.
Awareness: Of the 27 accidents recorded from the media and people in the community, 5 were fatal. All accidents and fatalities occur on the road therefore roads should provide standard bike lanes etc. Only 2 harassment reports about motorists may reflect cyclists' patience and tolerance.
Overview: The greatest number of issues relate to roads, 104 with paths at 47. Put them together and we have a sizable 151 with 49 completed. That leaves 102 still to be done. This proves that the current funding system is not sufficient to implement safe facilities for cyclists, pedestrians and people with disabilities. A federal funding programme is needed for the construction, upgrading and maintenance of bike lanes, paths, intersections, crossings for people of all ages.
THE 1999 STATUS REPORT:
From March 1995 to December 1998, cbug has recorded 99 reports. These reports have come from and are about cyclists, their needs and what's happening to them on the roads and paths. By assessing these reports we are given a direction to work from.
The reports have been given a subject name, so that we can identify the most numerous issues. Four reports were given two names so this assessment totals 103 reports:-
Engineering on roads 45 Engineering on paths 5 Total 50 Accidents 11 Near accidents 3 Motorists' behaviour 5 Total 19 Maintenance on roads 11 Maintenance on paths 6 Total 17 Hazards on roads 6 Hazards on paths 5 Hazards at shopping centres 4 Total 15 Bicycle parking 2 Total 2 45 The most number of reports overall are for the construction of bicycle facilities on roads.
11 The most number of reports for maintenance is for bicycle lanes and road shoulders on roads.
11 Accidents including 3 fatal, occurred on highways and roads.
6 Hazards on roads and maintenance of paths.
5 Behaviour of motorists, constructing paths and hazards on paths.
4 Hazards at shopping centres.
3 Near accidents.
2 Bicycle parking.Because roads are the predominant bicycle facility where cyclists ride and have accidents, it is absolutley essential that engineering for cyclists "on roads" and the maintenance of our roads are implemented by the responsible authorities with high priority.
45 reports were for engineering on roads. Of these 29 were for the construction and provision of road shoulders and bike lanes on the carriageway. 16 reports included Intersections, Roundabouts and Crossings. Add to that 11 reports for the maintenance of road shoulders, roundabouts, a traffic lane and a bridge, the total of road works requested amounts to 56 reports. This is more than half the total reports of 99 and shows overwhelmingly the need to improve bicycle space and safety on our roads. This is what cyclists need, this is what cyclists want, this is what we should be doing.
